Troop 171 was established in September 1995 by interested Scout leaders and parents. Since the Boy Scouts of America (and Indianhead Council at the time) Northern Star Council were looking to form additional troops in Chief Black Dog District (Eagan, Apple Valley, Burnsville), a few leaders from Troop 510 pursued their goal of establishing a new troop. Troop 510 was becoming too large, and a new troop needed to be formed. The Council and District assisted the new troop in finding a charter partner. Peace Reformed Church in Eagan, through Senior Pastor Jerry Johnson, was willing to offer the support needed. Troop 171, thus, was born.
The mission of Troop 171 was determined by the leaders and boys at the very first meeting:
Boy Scout Troop 171 is a cooperative organization consisting of scouts, leaders, and families. Scouts work together to learn skills and achieve scouting goals. Each Scout will be respected, supported, and celebrated as a member of this troop.
